State what the official notice says, then separate it from your advice and any remaining uncertainty. Accurate modal verbs help readers see both their options and the limits of your authority. A final check asks whether each modal matches the evidence beside it. When the source changes, the recommendation may need to change as well; confidence alone cannot keep old advice current in practice.
